I think there's a problem with saying "meritocracy doesn't consider these cases; can't iteratively fix that".

She doesn't actually say that. You may say she implies it; I made the same protests to a friend, he argued that I should just read 'as-is' for a first pass. The value? If this is a growing trend in policy-making, best to watch it now.

The penultimate sentence of "can't just tweak it at the edges" is the same as "can't fix iterately" .. but that's nitpicking.
