e.g. if the spirit of meritocracy is "let's reduce arbitrary discrimination/inequality", I don't think it makes sense to say "but the system doesn't work here; meritocracy is stupid".

She doesn't actually say that. You may say she implies it; I made the same protests to a friend, he argued that I should just read 'as-is' for a first pass. The value? If this is a growing trend in policy-making, best to watch it now.

The penultimate sentence of "can't just tweak it at the edges" is the same as "can't fix iterately" .. but that's nitpicking.

I think the "not all culturally-held values rewarded equally" makes for an interesting consideration in contrast to "the country is multi-cultural".. But I suspect some folk would prefer to somehow shift rewards, others prefer to shift culture.
