"Pro-regulation" and "anti-regulation" isn't the issue. Regulatory Capture is the issue: regulators compromise with those they interact with most.

Yeah Regulation isn't some homogeneous quantity you can just add up I for one think we need more regl'n of pollution & less regl'n of architecture Really it's about costs & benefits, but since most regs totally fail on this basis, talking about 'more/less' is an okay shorthand

You could say that the meta-regulator for each level of a bureaucracy is the level of management above it...you're essentially proposing a parallel structure of political commissars.

It comes down to a question of "who's in charge" because when a decision has to be made an there's a conflict between parallel systems, one of them has to win cleanly or else you have a power struggle without a clear rule of law for citizens.

In the US, judges are usually in charge, eg when there's an argument over whether a company followed regulations, or even when the president wants to change immigration policy. In theory judges are supposed to just follow laws and constitutions, but . . . .

The Scandinavians use the term Ombudsman for someone who fights maladministration. I think we need something also direct, but not so polite sounding. Let's call the position the "Draculman" or a "Draconian" to set the right tone, with corresponding interrogation methods.
