Going to continue to ramble on: Shapeshifters in mythology were rarely just shapeshifters. A lot of people looked at WtA oddly for making its werewolves have limited magical gifts obtained via spirit quests, but this was really doing the bare minimum of credit to the legend.

So it amazes me that fantasy shapeshifters are usually boring as fuck, because they get boiled down to "just a werewolf." Sure, it's easier for game balance, I guess, but using a mythology in its most reductive form when you've got dragons and demons flying around seems dumb.

You could easily do what D&D did to Vampires in a fantasy setting... have "Master Vampires" and their massively downgraded "Vampire Spawn". The new "Pack Leaders" could have a slew of abilities representing that they're also witches or whatever using WOLF MAGIC!!!

Aside: Wolf Magic sounds extremely dumb but I bet if I slapped that on the table you would probably be able to tell me what kind of powers it had without actually checking the list and what kinds of characters might have access to it. When in doubt, lean into dumbness.
