It's relatively straightforward to demonstrate that a detained individual had a sexual interaction with an officer: relative, especially, to proving a lack of consent. Barring police from fucking detainees removes the possibility of bullshit consent arguments from jailers.
The death penalty would be a bad idea in this case. Normative issues aside, it would strongly incentivize rapists to kill their victims. Effective punishment is hard :/

We just went over how it is hard enough if it's a "he said, she said" story. But it is way easier to get someone with a crime if you have an eyewitness and accuser who is alive. Corpses do not file police reports.

We can solve this with harsher punishments. If an inmate dies of non-natural causes, execute the entire staff and their families.

Also, lets get rid of courts as we know them. We're not well-served by them. Throw them out and install Deciders.
