Snowden's passport was revoked and he is a political asylum seeker on uncertain terms. Assange has no UK legal issues, they are entirely based on charges in Sweden. He stays in the embassy due to extradition threats. They are both denied the usual rights of citizens.
neither one of them is in a voluntary exile. they are asylum seekers who are in exile to avoid situations where they would certainly be denied the usual legal protections of citizens, but we're off topic.
