so as someone without strong feelings and also who is unwilling to ever read noah why screen by country of origin instead of just determining (i) desired immigration level, and then (ii) executing an annual or w/e second-price auction for the immigration rights?

could replace everything we currently have no more H1B stuff, firms would bid on rights for potential workers same for refugees if charities wanted to buy their cards rich + presumably more competent foreigners would be able to buy in what's the knock on this?

This is really an interesting idea. It could even work for candidates that didn't have a lot of "up front" liquidity. "Equity financing" could be arranged for "good bets" that would be deducted from subsequent earnings.
