the annual frequency is a problem. you can keep the auction if you auction it off to resellers who then speculate on the value.

I'm not certain we should screen immigrants by country per se. But one can't discuss the effects -- especially the long term effects -- of immigration without looking at *who* is coming. And country of origin, without further information, is often the best predictor

so far youre convincing me my idea is a vast improvement :) why rely on a clunky indicator like country of origin when you can get people to reveal their value of US citizenship directly?

The process could also be made more democratic. Each community may admit a certain number who may live only in their jurisdiction. The community is responsible for any costs & consequences of their choices.

The communities could use an the usual bueracracy, a jury of ordinary citizens or something more fun such as a casting show like "American Idol." If their citizens' boards have preferences for particular ethnicity, excellence or pathos, they will live with costs & consequences

this could be implemented most elegantly I think by local communities bidding on immigration permits and distributing in any way they saw fit

http://FED.GOV could wholesale permits to communities and then communities, allocate, distribute or sell them however they see fit? Interesting idea.... I'm still dying to see that casting show, where citizens get to call in and vote who becomes
citizens.
