So much of D&D would be solved by simply having different classes for Low Fantasy and High Fantasy modes, instead of trying to make the same set do both.

It's not even the same as "low level" vs. "high level", which a lot of people misunderstand. In high fantasy, even low-level characters have actions perfused with magic, but a low-fantasy high-level character could probably still win a cage match against them.

hmmmm interesting I once tried to deal with this in a low-magic world by making those high fantasy classes (eg paladins, spellcasters, etc) weird/rare exemplars of mundane professions didn't occur to me that I was trying to solve this general problem
