Has anyone studied how the ratio of admins vs non-admins has changed between industries & countries? What's causally related to it? Do we actually know that this ratio is a target that should be minimized as a matter of public policy for efficiency's sake?

Is there an actual optimal ratio of admins vs non-admins given certain econ conditions, or is the ratio just noise that distracts from analyzing an org's or industry's performance? I sound like a shill sowing FUD for Big Admin. "Akshually, top heavy hierarchical orgs are good!"
