Giving a Mayor a duchy title makes them a merchant republic, they can then claim any neighboring or coastal city.

I'm currently playing as Ireland, slowly blobbing the British isles, I made Dublin a merchant republic, and more recently Essex.

I usually stick a republic on Man when I play on the Isles. One county duchy, and hard to break out of w/troops
