yeah I'm struggling to think of how to frame a ban s.t. it would prevent exploitation of anonymity for violence yet not be abused by LEO etc

think there are any data sets describing how often, exactly, protesters are actually prosecuted for assault (of others, not cops)?

other thought: possible to more-aggressively prohibit weapons at protests? see some fists, but also lots of sticks, mace, and explosives

@Popehat mask prohibition was originally an anti-KKK measure, weird how it's evolved -
my take is that you don't stop riots by directly opposing them, you corral them and wait for them to peter out
