That implies raiding brothels and ID-ing the customers. My view on P. is that's a vice and obvious social evil but attempts to suppress it are likely to have negative unintended effects.

i have a bunch of complicated feelings about this main thing is with a licensing regime is that lots of prostitutes wouldn't actual adhere to it optimal approach really depends on your specific goals but i dont think it's especially possible to stop it for most cases

panama has legal prostitutes and it gives cover to the illegal prostitutes because complying with the regulations is a pain in the ass prostitution is a difficult industry to regulate because it has the lowest material barriers to entry of literally any vocation

so as a practical matter all regulation of prostitution occurs at the marketing stage: shutting down backpage, banning brothels/pimps/streetwalkers/etc. vice stings are annoying and manpower intensive and fraught with risk of police misconduct

this happens enough times, prosecutors are going to decide maybe enforcing prostitution isn't a priority and in most places it isn't a serious crime anyway, usually a misdemeanor
