They don't go away because consent to their existence crosses partisan boundaries. Partly this is because pushback makes the political cost of defunding or purging specific bodies too high; bureaucratic reform is not usually an election winner. Perhaps this will change soon?

This is generally how I see it. Agencies can be brought to heel. I think the way out is a bill of rights against the administrative state ofc, I also like to remember why we went to bureacracy- it's the worst way to administrate besides all the others.
