I doubt anyone knows - it is a notoriously opaque organization. Doubt a journalist could even find someone from CDOT to get a quote from.

It’s fascinating to me how America has somehow gotten so bad at certain kinds of big projects. Other rich countries have not seen this particular sclerosis. The Italians have to evaluate & catalog ruins every 100m and still build subways faster, and for a fraction of the cost.

And it’s not that Americans have just gotten bad at this per se. Bechtel and KBR still lead huge projects all over the world. It’s something about the systems.
