Using national guard resources and "forcing" railroads to do anything is a bad idea. Deregulation is a good one, and if he stuck with that then he might get support. His proposals are the right mix of bad ideas to piss off enough people to get opposition on all sides.

Just gonna keep this simple: His description of the problem makes sense. Rail for empties could work if the bureaucracies involved were capable of enough fluidity in problem-solving. I don't see that being likely.
