the DEI angle is new but afaik american universities have ~never been based solely on tests (or other measurable academic scores). personal essays, extracurriculars, etc, have played a part for a while

In fairness, my local state U had a Supreme Court case about the entire fists they were slamming down on the race scale in the early 2000s. Which is why everyone tossed their points systems and went "holistic".
