a major problem with "optimization" as a strategy is that an optimum is typically a function of exogenous features that may change over time often unexpectedly, and what was optimal at one point becomes massively suboptimal under a changed parameterization

True, though with companies and underappreciated strategy is what is done by the immortal firms, eg in Japan. The solution is to not force growth, which is hard !!
