True fact. You can only police a society that accepts the rule of law and consents to be policed, otherwise you're conducting an occupation.

But what OPs saying is that there were never consequences for shoplifting; this is not so. Just because society has broken down to the point that it's no longer capable of enforcing consequences for shoplifting doesn't mean they weren't there before.

you can sort of get around this by changing enforcement. eg shoot someone on sight if they seem to be breaking the law. this tends to restore order quickly but has the downside of undermining the notion of "law" generally
