we have very few police per capita, mostly laws work because almost everyone follows almost every law voluntarily all the time if there were even like 1% of the population breaking on law all of the time the law may as well not exist

True fact. You can only police a society that accepts the rule of law and consents to be policed, otherwise you're conducting an occupation.
