Unfortunately the consequences of the shift (if true) are even worse than if false - it means that in order to shift back you need to create the illusion of enforcement again, probably by enforcing even more severely

It only used to be lightly enforced bc it wasn't common In most states(maybe not the West Coast?) storeowners and employees can arrest thieves and hold them until cops come, and t to increase camera presence and lock up more stuff, it's just inconvenient and expensive.

But if shoplifting keeps escalating owners have to implement those measures. It's not a matter of "they can't enforce it" its a matter of "it's not worth enforcing it", but it very well could become worth it soon.

Many of these businesses have had non-confrontation policies for years. Idk if that's widely known though. We seem to be telling people more and more that it's excusable to take the hinges off and be anti-social, as long as you can come up with a grievance. Norms matter
