the norm on its face aims to mandate a kind of "respect" foreign or non-dominant, and perhaps it accomplishes this end however, it has another practical effect

if only members of a non-dominant culture can adopt recognizable elements of that culture, each non-dominant culture's memes become restricted to vertical replication meanwhile everyone can adopt any element of the dominant culture, horizontally: a massive evolutionary advantage

that is, in practice "no cultural appropriation" is barely distinguishable from cementing the mores the dominant culture and prohibiting the general adoption of memes from non-dominant cultures, perhaps eradicating them long term

I think this just creates more demand for quotas of non-dominant cultures in every institution, which is probably the opposite of what the cultural conservatives want.

i think this also backfires its not like minorities people at universities arent discarding their usual memes as they strive to fit in
