I think this just creates more demand for quotas of non-dominant cultures in every institution, which is probably the opposite of what the cultural conservatives want.

Social conservatism isn't the dominant culture, is the problem with this argument. One could certainly claim that vertical reproduction would mean a greater degree of de facto institutional segregation, which might benefit them.

I've seen this argument and I actually think it's quite clever. The progressives are unwittingly suppressing the very cultures they purport to protect, and thereby only strengthen the enemy culture. It's mad genius.
