if only members of a non-dominant culture can adopt recognizable elements of that culture, each non-dominant culture's memes become restricted to vertical replication meanwhile everyone can adopt any element of the dominant culture, horizontally: a massive evolutionary advantage

that is, in practice "no cultural appropriation" is barely distinguishable from cementing the mores the dominant culture and prohibiting the general adoption of memes from non-dominant cultures, perhaps eradicating them long term
