You can read about it in atomic accidents, but basically Jimmy Carter forbid the process because he apparently believed that the plutonium retrieved from the process could be used in nuclear weapons (it can't) and he wanted the US to be a "good example" for the rest of the world.

One consequence of Carter's decision is that to this day we are one of the only countries that doesn't reprocessing nuclear waste, which reduces the volume of radioactive waste by something like 98%.
