That is not how socialized housing usually works

Some independent entity is made up that control the housing. The state has no direct influence apart from initially making the rules and architecture of the institution.

Seems like a great way to discourage any private investors from building new properties in Berlin. Also, every unit will be leased by a shell company with no more than a few hundred dwellings.

It seems based on general German law, so I think this discourages building properties anywhere in Germany (though especially in Berlin).
