I have no idea. However, France takes its overseas territories seriously, and it seems unlikely that they would be militarily capable of defending them in a Pacific war. They have an interest in 1) cooperation with Australia and 2) not provoking China.

Recalling ambassadors is the step before ending diplomatic relations, which is the step before declaring war. So two steps from war, nothing that is public knowledge goes to that level. Meaning something is going on which is not (yet) public.
