gonna be real i don’t even know if i want to condemn fighting over resources like this (esp. in this situation the lands were sparsely populated and the natives weren’t gonna get it back in any case)

I'm a bit weak on sources, but weren't a lot of federal operations at the time were funded by voluntary contributions collected by senators and congressmen. The money probably came from the states (like raising militia for federal service) but it was still pretty fast and loose.
