Most of the undermining happened through the courts, as a result of subordinates doing what he wanted - and not some kind of backhanded thing where they did a deliberately shitty job to get the order struck down or whatever. More specific example:

The travel ban. Trump said he wanted it and the bureaucracy gave it to him, in part because Trump gets to appoint a *lot* of the bureaucracy and so they were actually at least somewhat on his team. It got wiffle-batted by the courts several times but eventually happened.
