this is sort of disappointing as someone who enjoys Congressional gridlock on the theory that the government not doing things is good actually because the efficient institutions will keep chugging away without any meaningful check

I think your distinction between the bureaucracy and the presidency is problematic; most new policymaking by the bureaucracy is at behest of the presidency, at least team-wise

Some contras: A ton has happened thru executive orders in past couple decades. And seeding bureaucracies with loyalists allows the cold dead hand of prior executive to continue to wreak havoc almost indefinitely

Also, congress people exert massive power over beaurocracies. A key tool is threatening to call the head in for a hearing over something the rep doesn’t like
