you can always 'win' if you're in similar numbers and one step ahead in the force continuum goes for LEOs just as for protesters if you escalate further than the opposition is willing/able, ofc you're gonna look good

laying siege onto a large group of pople looks like a pretty big escalation to me if you get that ball rolling, it's not gonna end pretty at the end of the day all of these tactics rely on LEOs being unwilling to respond effectively (not that that unwillingness is bad...)
