Police are usually drawn up in more of a shield wall. No more than two or three ranks deep. Break it with a deep column like the Thebans and it would turn into a rout

How do you stop momentum of a charging and organized force? Caltrops? Though Caltrops are technically defined as an "area denial weapon". The question remains, what is the goal of the encounter? It isn't real combat... the goal is not to kill the opposing force.
