Turn Harvard into an American Waterloo and most of the legacies would get in on merit anyways. I'm not saying the failsons of the 0.1% are necessarily great, but they're usually top 10%.

Top 10% isn't good enough to get into a highly selective university on merit alone.

It's my rough guesstimate at top tier *Canadian* universities. Or for that matter, BYU for the Mormons. 40 Million Canadians -> ~500K 18-year-olds and 9K of that go to just Waterloo. /Meanwhile, domestic merit at Harvard is 800/4 Million.

I imagine Waterloo is more equivalent to like UC Berkeley than Harvard in selectivity?

A whole bunch of our service teams at Google were fired to a man and off-shored to Waterloo and Warsaw. It has a very good reputation. /AFAICT, there *is* no Canadian Harvard
