Speaking to the specific context here - that the state can impose ruinous consequences against you, consequences that will coerce compliance out of a large and sufficient fraction of the population, simply through the financial system, is correct, and that you have no recourse.

That is correct. The things preventing the state from doing that are *not* your ability to individually resist, but democratic forces.
