I don't know what happened but the answer is: One class of people will get a short term windfall, another class will be fucked and will have to change their careers on the margins, and the ill effects will propagate to everyone in ways that will never be traced to the root cause.

Some landlord tries to evict someone, either the tenant or the Feds take them to court, and depending on which district it happens in, either A) the judge issues a nation-wide injunction prohibiting enforcement of the order, or

B) we get a ruling saying "rule of law doesn't matter when the government says it's an emergency and I like the reasons." Then it gets appealed to the circuit courts, and then SCOTUS.

Personally, it seems the idea is to keep extending the moratorium by using the delay between the order being issued and scotus ruling against it.

this seems like the sort of thing that someone has probably thought of before and so courts have come up with a way to say "no actually fuck you" like it seems like there are lots of ways courts have to stop people from being clever but i dont actually know anything. hmm
