one thing I think people dont consider enough when looking at eg the ability of the Taliban to resist US force, or the Viet Cong, or whatever, in the context of the value of small arms is that the US did not adopt the tactic of "kill everyone until the fighting stops"

The main reason the strategy might not work now is that both the people being conquered and the people doing the conquering know about and care about the opinion of other people on earth, and other people might actually do things

For the Romans, "other people" were just too far away, did not know what was going on, and mostly did not care. In situations where that holds now, the strategy will still work (I agree that is evil anyway, whether it works or not.)
