1/ I think people usually believe what they say, even if that belief is "motivated". Attributing secret beliefs to ideological opponents, or worse, failing to even notice whatever their professed beliefs are, seems like a bad start to understanding.

2/ politicians are obviously trickier, since the job involves a split between within-party strategizing and public performance, but a lot of the communications in question were directed to ccp members rather than public speeches.
