I don't think the bureaucratic approach is stable under these conditions in the long run either, though. People do become willing under certain conditions (though not always remotely sensible ones, as we saw in the Bundy case) to muster against bureaucratic actions

Yes, but because they are typically not enforced with guns, to respond with guns seems disproportionate, giving the new bureaucratic norm time to establish itself.
