This is common, I believe. In Brazil we have similar situations (Rio). Mexico has aswell. Maybe in Venezuela it is more dramatic.

I am deeply skeptical of the parts of this that kind of gush about the gang's benevolence and effectiveness at law enforcement (which is not to question the other parts of the narrative)

A similar arrangement in a more stable govt is the yakuza and Japanese authorities. The Yakuza keep street crime low, and in exchange the police are willing to look the other way to an extent on more "acceptable" crime like prostitution, gambling, and corporate extortion.
