It's wildly popular. Israel introduced a limit of benefits to thr first 3 children, to get the ultra Orthodox types to get jobs. Frankly, I think it's perfectly reasonable.

In which case, no Child Benefit at all? Among other things, look forward to upper middle class mothers descending on you with tar and feathers. And no benefits are a de facto spur than only the upper classes can have kids.

yes, get rid of the "tax refund" benefits, i'm pretty sure people of all income classes found ways survive with kids before they existed

In what would now be termed as unacceptable poverty. It definitely something, that people from a country with almost no safety net are genuinely in favour of ripping it up.
