what ever happened to that guy who was gonna seed the ocean with iron dust to cause an algal bloom that would quickly die off and sink to the bottom of the sea, capturing huge quantities of carbon in the process

Selling offsets allows companies to buy them instead of investing in reducing emissions (or, in free market speak, increasing supply drives down their price and causes them to outcompete other options). Thus this sort of project would have been approximately carbon neutral, no?

And you also have to consider: is the company liable for damages they may cause, and do any governments have the ability to extract up to trillions of dollars from them when things go sideways.
