It can be legitimately annoying sometimes if the speaker doesn't have a handle on it. I mostly notice it when someone is trying to be unnaturally interesting if they're stimulated by speaking or they come across condescending and bothered if their energy is low.

That’s a thing, but not necessarily nefarious. High-level knowledge workers who work in mixed environments quickly learn (usually subconsciously, I’d guess) that different communication practices are required talking to e.g. a crowd with median IQ ~100 vs one with median IQ ~130.
