Funnily enough, Lewontin's fallacy of all things makes it infeasible (IMO). Population groups cannot be reliably distinguished using a small number of alleles, and you can't pack much complexity - i.e. basically information about distribution of alleles - into a tailored virus.

not sure about this many cases in history where either (i) endemic diseases absolutely slaughtered invading armies without hard-won genetic resistance, or (ii) invaders brought novel contagion to unexposed populations and devastated them
