A suggestion: It should be possible for a business to declare itself neutral voluntarily. If they go back on their word, they can be hit with a fraud charge.

I suspect Twitter, Facebook, etc., grew to large size because, at first, they looked neutral. Suspicion of future bias might be holding back the growth of Substack or Clubhouse.
