i want to emphasize that for the sake of this thread that one should accept arguendo that uyghurs are simply being subjected to policy as it exists elsehwere, but only arguendo. i have no way of evaluating this claim empirically.

Yes. An inversion of a brutal policy where minorities were exempted, now where the majority is encouraged to have more and minorities are subjected to a policy the majority is no longer subjected.
