I don’t think even the most ardent libertarians appreciate how difficult it is to fire a civil servant. The rare cases where it occurs, they don’t even use the word fire.

What usually happens is civil servant is investigated for X, the civil servant will be placed on leave, an oversight panel will recommend Y suspension without pay. The department head will go with Y-N days.

While serving the suspension it will automatically be appealed to the civil service commission which will then invariably reduce it further, but because the suspension is already served this means the civil servant receives back pay, amounting to a paid vacation.
