imagine if you like the United States as a sea of counties, each part of a "state" consisting of a sub-federal government to which counties submit themselves each "state" offers a set of policies and so on and the constituent counties can adopt whichever states they like

it's unlikely that any state would go to zero counties because of the value of senators. these would represent niche constituencies--perhaps ports, or LDS, or universities most counties would probably adopt one of a few large states with efficient policies

overall everyone is better off. representation in Congress becomes more effectively divided, with the house representing the masses truly and the Senate protecting the interests of weird niches (precious)
