what I meant is, the most efficient possible thing will need to be commanded top-down, so as to globally optimize rather than letting different parts try to figure things out locally. building global consensus is costly and time-consuming

I guess a caveat is, extreme power dynamics produce different perspectives; having concentrated power makes the perspective uniquely disconnected from all others, which could yield incompetence due to increased tensions/difficulties in communication
