I think the reality of climate politics is actually that nobody cares about it enough. There's no core constituency for it, no one for whom it's the most important issue. So any plausible climate bill has to buy off some other interest group to make progress.

So that's how you get climate as jobs, climate as industrial policy, etc. Political economy is the whole thing, and nobody's figured it out.
