it might be better for a society to go through regular periods of minor challenge all else equal because this might prevent total social unpreparedness in the even of a larger disaster

In the tiny closed world I used to inhabit, there would regularly be a thing that everyone knew, that multiple people in the far flung corners of our micro empire would forget, all at the same time, and, as far as I could tell, not in any connected way. I think about this a lot.
