I'm afraid I'll offer the unsatisfying answer that my expertise is limited to the central law courts and national and shire governments of England in the 1400s. I'm no expert in the 'Custom of London', and certainly no expert in what powers the mayor might retain.

They preside over the local council and have to be an alderman & ex-sheriff when elected so they likely have a lot of influence. I don't think any real power on paper though.
